Please write couteously worded air mail letters to the authorities listed here stating your concern that 19 years after the first military regime under Jorge Rafael Videla initiated the systematic abduction, torture, "disappearances", and killings of thousands of Argentine and some foreign citizens, a full accounting of what happened to the victims has not yet taken place.
Your letter should state that only the records of the military and security forces can reveal the truth about what happened to the ÒdisappearedÓ persons, because they alone can give a full accounting of their activities during the period of the 1976-83 military regime. Request that President Menem as Commander in Chief of the Armed Forces order the military authorities to produce and make public (a) the names of all "disappeared" prisoners, the circumstances under which these victims were illegally arrested and detained, and their fate, and (b) the lists identifying those responsible for human rights violations.
In your letter to the Minister of Defense ask him to order the military authorities to produce and make public points (a) and (b). In your letter to the Minister of the Interior ask him to order the Federal Police to produce and make public (a) and (b).
